Yes you can apply for JEE Main happening in April. A student can give JEE Main Exam in January and in April that is both of times or a student can also give JEE Main once in a year (in April or January) accordingly.

But mam i read that only registered candidates can apply for april session. What does it mean?

The registration for JEE Main April 2019 will began on 8th February 2019 and will end on 7th March 2019. So the students who register themselves in this time of period will be able to give JEE Mains in April 2019So you can apply in the above mentioned time period. All the best.
