i fulfill the cutoff criteria in jee mains but not in top 250000 can i give jee advanced 2020

I dont think you would be eligible to sit for Jee advanced as only the top 240000 rank holders are allowed to sit for the exam. clearing the jee mains cutoff criteria means that your are eligible to apply for seat allocation and apply for admission in engineering colleges through your jee mains marks.

No only top 250000 students are  to get eligible for appearing in jee advance u can fill NIT forms and look for other institutions which hold good rank in NIRF some private colleges or deemed universities and can also prepare for next year
