Through NCHM JEE 2018, 21 Central Government IHMs, 20 State governed IHMs, 14 Private IHMs, 2 new state IHMs (subject to clearance) and one PSU IHM will offer admissions to the qualified candidates. 

Yes, if you want IIHM Goa and you are not happy with this one, then you should take second counselling and wait till you get the one you want.
