I got 290 mrks in neet and my all india ranking is 275114 can I get seat there in obc quota??

Hello, dear student I am really sorry to tell you that you will not be able to get any seat in any government MBBS or BDS college. As the expected cut off and even by looking at the last year's cut-off you need to have Atleast 520 + marks . While even for the government BDS college you need to have 515+ marks .I hope this was helpful.
