For your ICAR rank it is difficult to get seat based on previous year's cut-offs. Cut-offs varies from year to year and may increase or decrease or may remain same. They depend on many factors. But you can try for seat by applying for Counselling and if you won't get one then go for Paid or Management quota seats.
