Maybe you are mistaken Paramesh.For 100% fee reimbursement you need to follow certain criteria....firstly if anyone of the parent is working under government sector is not eligible for reimbursement,next if the family is filing IT returns are also not eligible,else you can apply for EBC certificate and can process for your fee reimbursement.All the very best!
