With 104 marks in NEET 2019, I think you will just be able to clear the cutoff(or not, only if you belong to a special category). So there is very less chance for you to get a seat in BHMS/BUMS government or medical colleges. Instead, I suggest you to take a year for studying and get a government seat in a good medical college with good marks. All the Best!
