Yes you can definitely go for management quota seats in gujrat.
If I consider the previous year data .Then you have chances of getting admission in any of the government colleges in uttar pradesh through state quota .Previous year minimum marks required for a general candidate was 469 for Dr. Ram Manohar Lohiya Medical Institute, Lucknow
The cutoff changes almost every year,so nothing can be predicted much.cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.

so it will be no problem for you that you are not from Gujarat state.
