I understand that you don't have a domicile certificate and a caste certificate for OBC category yet but have applied for the same. Yes, you can fill up the registration form for UPSEE counseling and you would also be alloted a seat provided you have sufficient rank for the same. But, in order to claim the seat alloted to you, you have to show the domicile and caste certificate at the reporting center. So do make sure that you get the documents within this time period or else you won't be able to take admission.
