The certificate which declares you to belong to the Economically Weaker Section (the EWS certificate) is valid for 1 year from the date it is issued, lets say the issue date (given on the certificate) is 18th October 2020, it will expire on 18th october 2021. As you stated your certificate was issued in October 2019 (last year), it will not be valid this month onward. I suggest you get it renewed as the counselling is still going on and will probably go on for another month or so.
