The norms regarding mid year admission and repeal are different for each colleges and universities. You need to agree to all those to get them acted in the specified manner.

If you are leaving B.Tech, and you want to get a certificate for the first year, and the norms of your college state the same, then you are to pay the second year fees. If you are just discontinuing B.Tech itself without a request of leaving certificate, the college has got no right to ask you to oay the requisite amount.

You can file a case over the college administration if they are acting against their norms.

*You took seat but when you quit,the seat will remain vacant for rest years as no admission will be done to that seat so college will have to suffer due to the loss dear.
