see the compitition is very high. in this regard a compatment in hs is a very unfortunate thing. i suggest you take 1 year drop and then apply for entrance exam. you may find many pvt colleges which will rob your money, by telling you campartment is not matter. they are the money dagger who rob students for their business. for a govt college you are certainly not allow. and for campus placement in btech most of the reputed company requires 605 marks in hs. if you cann't achive this numbers you should change your career path. hope this will help.

provisional certificate not help you to fetch seat in government college. You only able to get admission in government college if anyhow your compartment result come before the counseling round starts.
Otherwise you have to skip one year.
