To put it in a better way, in 2018 the rank of a person scoring in a range of 555 was in a range of 5000-6000. In 2017 the rank of a person who has scored  in NEET in a range of 555 was in a range of 9000-10,000.
The ranka each year vary a lot due to several factors like level of difficulty, level of competition and other such factors.
This year as the paper was easier than last year it ia expected that the ranks and the cut off will be higher than the previous year. So you can expect that your state rank might be higher than in 2018. Also these are only estimates made as per previous year trends and other such factors. The actual rank might differ.
