if some one alloted seat in 2nd round and he hadn't join then he should participate in mopup round or not

In order to remain in the counselling and participate you have to report to the alloted college. If you don't want that college you can opt for upgrade but reporting is compulsory.

It is not compulsory that mock round will take place.
