If someone has wasted his 3 years of jee main attempt and he filled form for the 4th year. will his form accepted or form regected ? will he be able to appear foe the exam for the 4th time as he is targeting CSAB counseling and other counseling which requires jee main marks ??

No, you are not eligible for the 4th attempt of jee mains because it is mentioned in the brochure that you can give jee mains consecutively for three years and not more than that.
Jee advanced can be given consecutively only for two years.
