In neet ug counselling it's showing you are not permitted to fill up choice filling, why?? And i have got 129 marks in neet 2020,i am sc category student. For sc category qualifying marks is 113.

I am not sure but I am assuming that because the cutoff is 113 which you do qualify still your score is low hence you might not be eligible for the first round of counselling. The students with much more score are given the opportunity so in that case if my assumption is correct then you would have to wait for the later rounds of counselling. And even then if you do not get a seat in later rounds then you would have to wait for mop-up round.
