Yes of course EWS rank is considered in JOSAA Counselling. See in JOSAA counselling both ranks are considered if you belongs to any of the reservation category. If you belongs to EWS category then the admission preference would be based on your category rank because it is quite low as compare to CRL Rank.

However I would recommend you to use JEE-Main College Predictor to predict the chances of your admission in different colleges  based upon your percentile and category :-
