It is a little tricky because not all Castes are included in OBC Central list. Few Castes that are mentioned in the State OBC list do not find a place in Central OBC list. In such case, if your Caste doesnt show up as OBC in Central list, though you fall under NCL category, you might not be eligible for a OBC NCL. But if your Caste comes under OBC in both State and Central list and you fall under NCL, a Central OBC-NCL certificate is as good as a State OBC-NCL certificate.
