Dear Aspirant,
Yes there are ample of colleges which don't ask for JEE Mains marks.
But one or the other way, you have to qualify a certain exam to get ingress in that college.
Let me give you some example:

- KIIT, Bhubaneshwar : JEE marks not required but you have to quality KIITEE , else you can apply through management quota.
- MS Ramiah , Bangalore : through COMEDK or management quota
- RV college of engineering, Bangalore : through COMEDK or management quota
- Haldia Institute of technology : Through WEBJEE
