Normally the freshers (without work experience) when apply for CAT, they are in their graduating year i.e the final year. So none of them have their results out during the whole process of CAT, WAT and then PI and even when the MBA begins. So provisional certificate from the undergraduating college plays a crucial role for gaining the admit for any MBA college.
