First of all I congratulate her for securing a rank.In NEET 2019 seat allotment 85% of seats are for home state candidates remaining 15% of seats are for AIQ.As per your query candidate belongs to Telangana so if she wants to study here she will get seat in 85% category seats.As she has secured a very good rank she will get a good government college in Telangana.There is no chance that she will get seat in 15% AIQ because she is the resident of Telangana.
If she wants to study in other state then her all India rank is considered and she will get a seat in 15% AIQ.
