My jee(mains) percentile is 88% and jee(adv) rank is 1471 in SC category. Is there any chance to get the seat in iits?

As your percentile and category rank are very low so there is very less chance that you will get any iit .But you can try for some nit or Gfti as they also have good scholarship scheme for sc/St students and provide good academic environment.
