Every state has it's own board for counselling so in Madhya Pradesh there is Directorate of Technical Education (DTE) who is responsible for counselling based on marks scored by candidates in different exams so that seats in engineering institutions can be allotted to them on the basis of their merit.

There is reservation quota for Home state candidates so yes you can get advantage of it as comparison to other state candidates because generally there is lower cut-off for home state candidates.
