Hii,

AP EAMCET is an Entrance exam to get admission in various Engineering colleges in Andhra Pradesh. The minimum marks to qualify the EAMCET exam is 40. As you got 38 marks you won't qualify the EAMCET exam. The IPE marks will help you to get a better rank if you qualify the Exam.C category also helps you to get admission in certain college if you get a rank.
