All the candidates need to submit the required documents at the time of filling the application form. For you its was necessary to upload the obc certificate to get advantages. cutoff of these category is less than the general category. since you didn't upload the Obc certificate at the time registration you will be considered as a general category candidate and domicile certificate is not necessary its required at the time of admission.
