Hello Kinshu!

Yes you are surely eligible for counselling as you qualified Upsee exam.

But at this rank your have no chance of getting a government college.

I suggest you to go for any good private college with a branch of your interest. You will be having a great opportunity to explore things over there. So go for the counselling.
