As of the time of writing this answer, Bihar Board of Open Schooling and Examination has not declared top 20 percentile of 2019 for any category. This mainly happens due to the special scrutiny and other after result procedures of the board. As the counselling process is now about to start, I would suggest you contact the board office for a certification that you belong to the top 20 percentile . Though still, there is a lot of time and they might provide the information but I would suggest you to act from your side also.
