Yes, you are eligible for neet examination, even if you are supplementary student of Bsc 2nd year provided you must have passed your class 12th board examination with at least a minimum of 50% marks taken together in PCB in your class 12th board examination if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories . You should have also passed English in your 12th examination ,
so you don't need to worry at all if you satisfy this criteria, you will be eligible for neet counselling after qualifying it and you can get a seat in MBBS as well if you managed to score good marks/Rank in NEET
