you need to submit the ews certificate and all other qualification document at the time of jee main counselling. but right now as ews certificate are newly established it might be a problem in many states of india for issueing the certificate , in that case , you need to make a family income certificate below 8 lacs per annum t o be eligible for ews reservation.
