As per your JEE Categorical rank it will be difficult to take an admission in any government college.

you can use UPSEE categorical rank to take an admission.

you can apply for any college which accepts UPSEE exam and you are in their range of merit list.

the top colleges who accepts UPSEE has very low closing rank around 2k. Find other colleges where you can take an admission. Every college is best if your performance is good and scope is created by you not by the college.
