With all due respect please choose PES or Ramaiah
Engineering in these colleges have some meaning
You get better placements
High salary package which is not there in uvce
Besides pes and Ramaiah have got set of faculty
They have a good relation with the students , the syllabus in pes and Ramaiah is up to date
Beside u won't have to worry about VTU which has become a headache for students
Having no fear of exam u can put more effort on others things like personality development , clubs like satellite launching etc etc


But the only problem is that with the KCET marks of 2k I don't think u can get in either of pes or Ramaiah easily
But since u fall under a category maybe u have a better chance
If u don't get pes or Ramaiah then try bit
But keep uvce Ur last preference not to Ur 1st

For E&C you can choose uvce Bangalore as the other colleges also have good facilities but uvce Bangalore have the good  name and rating of students.
Once check out the details and the fee structure and facilities and compare with other colleges and then choose the college that you want to go with
