You can always appear for both the counsellings. The state counselling for every state generally starts a while after the commencement of the All India quota counselling. So, meanwhile you can apply for the AIQ counselling whose registration will start from the second week of June and when the state counselling of your state will start, register for that. 

Date of issue of Notification-3rd week of June 2019

Availability of online Application form-3rd week of June 2019

Last date to fill the application form-4th week of June 2019

Provisional Merit Position Releasing Date-2nd week of July 2019

The All India Quota and state quota counselling doesn't occur at the same time . AIQ counselling is done first followed by State quota counselling .

The Andhra Pradesh state quota counselling will begin by 1st week of July and the merit list will be released at that time .
