no if the branch has no vacant seats then shifting of branch is generally not done.

Basically there are specific rules for specific colleges.but a  specific CGPA or marks is needed which acts as the cutoff and you must have obtain that marks.otherwise you can reach to concern authority and talk about the shifting.I hope it will be helpful
