Hello Farhan ,thanks for asking this question on this platform.actually for getting admission in any engineering college National testing agency conducts exam called joint entrance exam (JEE) and on the basis of your score you get admission in various college .thanks

Yaah why not , you should have to write the exams like JEE MAINS or any college/ Universities entrance examination inorder to pursue your degree from that respective college. That doesn't depend from which state you belong from as all are treated equally in entrance examination
