Dear Sonu, in Round 2 there are 2 things that can happen. Either you are allotted and joined the college or you have been allotted a seat and havent joined the college. Lets say, you have been allotted a college and joined too. In such case you cannot vacate the seat because candidates once joined the allotted seat in Round 2 are not allowed to vacate the seat. No exiting and surrendering is allowed. On the other hand, lets say you have been allotted a seat but havent joined the college or do not want to join the college. In such case you can still exit wih forfeiture meaning losing the security deposit. Because you are not joining this college you can still be eligible for appearing in State Counselling if you have registered and if you get a seat, you can join the college too.

I hope you are doing good. Now Coming to your query, Sonu you cannot leave the seat allotted in the second round. If you leave the seat your security amount will be forfeited. So after allotting seat in the 2nd round you have to repot RC/Institution to accept the seat. In case you didn't go and accept the seat before due date your seat will be canceled and given to other students in Mop-Up round and at the same time you will also lose your security amount paid during the counselling.
