Hi this is sunil of Andhra Pradesh,oc category ,not EWS,JEE main rank 29821,I want CSE in NIT's or IIIT's . Am I able to achieve this?

Hello dear
It will be not possible to get CSE in top and good ranking nits and IIITs .
But you have a fair chance to get CSE in low ranking nits like ( srinagar ; Manipur ; Silchar etc.) And in some of IIITs like (Vadodara ; Sonipat ) in spot rounds.
But if you want only CSE than you can go in state government college ( like Dcrust and other core branches in YMCA etc.)
