I am targeting Kerala MBBS allotment. If allocated in Kerala, later if i get admission in KMC mangalore, can I get a transfer from Kerala ?

Transfers in the medical college do not take place as easily as it happens in the btech colleges.
If you get a college, then one time admission fees will not be returned by the governing authority.
KMC also has a non returning policy of the admission fees.
