I got 119 points in ST category from j and k while cut off is 107 points .can i get mbbs seat

If you check the last few years' cut off, you may see at 249 marks the seats of the colleges have been filled up for ST, although Jammu and Kashmir have 100% HS Quota. I don't think you'll get a college with this much marks. You can always go through https://medicine.careers360.com/neet-college-predictor to get a list of colleges you're eligible for.
