I got 85.54 percentile in jee 2019 April exam. And my category rank is 7773 sc ,crl rank 164949 .Can I get IIIT LUCKNOW?

Last year, in the last round, the closing rank for this college was around 6k.
So based on the previous year's trend, it seems that you cannot get this college.
But........
You can get this college through special round. Every year CSAB conducts special round to fill up the vacant seats. Hence, there is a good chance for you to get into this college.

You have got 7773 rank in sc category. The cutoff of IIIT Lucknow was 170026 in special round so you have a little chance. You can also check here cutoff of previous year
