No, there are very least chances but if you belong to any of those  states you may try in homestate quota. Give a try and wait untill the last round of councelling.Try to know more about the branches and the colleges and keep notifying the updates. If you are interested in core branches and belongs to homestate quota  you may have some chances to get seated.

According to Career360's Rank predictor your rank would be around 34953 - 41103 . And according to previous year cutoffs and trends the closing rank of IIITs for female OBC candidate in last round is minimum around 12,500 to 13000 so it would be impossible for you to get into any IIITs.
