I have 460 marks in NEET general category Muslim minority , will I be able to get into MBBS?

You have not mentioned your state. So I can only tell about All India Quota seats.
There is no provision of muslim minority reservation separately under All India Quota, so your category remains UR only.
With 460 marks, you donot stand a chance in any government medical college under All India Quota because the cutoff for UR category in 2018 was 546 marks(Tezpur Medical College).
