I have caste certificate which is only valid in gujarat . So should i fill JEE form under reservation category or open category?

You have to show the caste certificate which is Centrally accepted to get admission in NITs/IITs/IIITs and CFTIs.
You will get reserved quota in your state.

If you have valid Gazetted Certification for OBC or SC or ST category or also PWD category as per described format by JEE authorities, only then you shall be qualified under reservation category. make sure you have valid , verified and authentic Certification of your category, any such discrepancies may rule you out of Admission counseling process where you need to submit all documents.
If you're not confident enough, it is advisable to register yourself under General / Open category on safer side.
Although cutoff may be comparitvly higher, but risk factor shall be least.
