I have not given jee main jan attempt.i have filled jee main september form. Many sites are showing that by paper 2, i can only take admission in course b.Arch/b.Planning.if i come in cuttoff can i do b.Tech from cse or not??

You cannot get admission in B.Tech without giving exam of JEE Mains for engineering. The paper 2 is only meant for students who are willing to take admission in Bachelors in Architecture.
You should wait for your JEE Mains September attempt and perform well for getting admission in your desired college and branch. I will give a link below for daily updates of JEE Mains.
