I have obc certificate of Delhi issued by Tehsildar but my schooling is from Ghaziabad (Delhi NCR). Will it work in JAC 2019?

If you are talking about the central caste certificate then you can get from any state where you are presently residing. on the basis of your caste certificate issued from your native state you will get central certificate from other state. But you will never get caste certificate of the presently residing state. Your previous one will only valid. So if have a central caste certificate issued from Delhi it will work in uttarpradesh also.
