Hey Tanzeel,
I have lesser idea about particular in Case of DU but. Im sure you can change College under the same university. Most university allow it but not in 1st semester but in 2nd year you can get an No Object certificate from your previous college and then you are good to go. But it also depends on the availability of seats in the College you wish to go.
