In JEE 2019 jan and april exam will be two different attempts or consider as a single attempt?

Both exams will count only one attempt for jee mains entrance exam.As this is going to be your third attempt therefore you are eligible to appear for jee mains engineering entrance exam.But you can't appear for jee advanced exam.
