Yes you are allowed to study surgery or medicines in USA. as you’ve completed BDS in India. You have the following opportunities at USA,
If you are have an enough financial resources and if your are interested in dentistry, then you can go for DDS Which will be costed from 50 Lakhs to 2.5 crores!
If you are interested in other fields then you can go for healthcare administration ( offered as MHA / MBA / MS) or masters in public health or public administration which may cost around 20-60 lakhs!
