First of all congrats for securing 28kk rank in NLU 2019 . As per my knowledge students below 1k ranks are eligible for almost all top NLU (it will be little tough if you are from general category) . So you have very less chance of securing good course in 2nd round of counselling.
As you are from SC+ women then As per previous year cutoff and trends you will definitely get assured seat in tier 2 NLUs Though it will tough for getting seat in top ones still you have hope and you have to wait till last round for getting top colleges .
