Your brother has scored very less marks in the entrance exam.i beleive he has not even qualified the entrance exam.with this marks he cannot get admission in any government or private college.
I would suggest he should prepare again for the exam.stay focused and determined and then he will surely score much better than what he has scored right now .

According to me your brother will easily get admission in many private college who take donation for admission but according to me if your brother is intelligent than go with drop option and come back stronger after one year for Neet 2020 then he can secure seat in government colleges.

NEET is conducted every year to provide admission to undergraduate courses in medical colleges throughour India.
Unfortunately your brother cannot participate in counselling process as one nneds to clear the cutoff of NEET to be eligiblie to take admission in any medical college.
I suugest you to for some other course or prepare for NEET next year.
