And YESSS!! you will definitely get Electrical Engineering in Kalyani Government Engineering College, Kalyani previous year the cutoff was from 1226 to 2383 in the first round and in the second round, it was from 1226 to 2832. You will get definitely a seat for EE. 

But unfortunately, you won't get into Jadavpur University because to get into there you must have less than 500 ranks. 

But I suggest you choose for Electrical Engineering in Kalyani Government Engineering College, Kalyani.
